TERMS & CONDITIONS

By participating in the Challenge, each entrant agrees to comply with and abide by these Official Rules, Terms & Conditions and the decisions of the Federal Agency sponsors and/or the individual judges, which shall be final and binding in all respects.

INTELLECTUAL PROPERTY

Each entrant retains full ownership and title in and to their submission. Entrants expressly reserve all intellectual property rights not expressly granted under the challenge agreement.

By participating in the challenge, each entrant hereby irrevocably grants to HRSA a limited, non-exclusive, royalty-free, worldwide license and right to reproduce, publically perform, publically display, and use the submission for internal HHS business and to the extent necessary to administer the challenge, and to publically perform and publically display the Submission, including, without limitation, for advertising and promotional purposes relating to the challenge.

Record Retention and FOIA: All materials submitted to HRSA as part of a submission become HRSA records and cannot be returned. Any confidential commercial information contained in a submission should be designated at the time of submission. Submitters will be notified of any Freedom of Information Act requests for their submissions in accordance with 29 CFR 70.26.

DATES/DEADLINES

HRSA reserves the right to modify any dates or deadlines set forth in these Official Rules, Terms & Conditions or otherwise governing the Challenge.

CHALLENGE TERMINATION

HRSA reserves the right to suspend, postpone, cease, terminate or otherwise modify this Challenge, or any entrant’s participation in the Challenge, at any time at HRSA’s sole discretion.

PRIVACY

Entrants may be asked to submit certain personally identifiable information as part of their submission to the Challenge. Such information will be used only to communicate with entrants regarding entries to and/or participation in the Challenge, and will not be used for commercial or marketing purposes. Submission of this information is entirely voluntary, but failure to provide such information may delay or disqualify a entrant’s participation in the Challenge. By submitting an entry to the Challenge, entrants understand that their submissions may, in some instances, be protected by the Privacy Act of 1974 (5 U.S.C. 552a et seq.) and that any release of information is subject to the authorized disclosure provisions of the Privacy Act (5 U.S.C. 552a(b)). Entrants certify that they are at least 18 years of age and that their participation in the Challenge, including the submission of personal information, is done so voluntarily.
